In short:
Applications from abroad
The Luftfahrt-Bundesamt (The civil aviation authority of Germany) will continue to accept licence applications, which relate to the regulatory environment of the EU/EASA.
This means, that one of the following criteria must apply:
The applicant for a licence has a citizenship from
a. Germany, or
b. any other EASA member state.
The applicant for a licence currently resides in Germany.
The applicant for a licence has a current employment in an EASA or EASA member state approved aircraft maintenance organisation. Additionally the applicant has to have a minimum of 6 months of recent relevant experience within the last 12 months prior to the application (compare AMC 66.A.30(d)).
The applicant is already a holder of a German Part-66 aircraft maintenance licence.
